DACCA: “I have every reason to hope that complete peace and communal amity will be restored in both countries and that migrants will find it possible to return home and live there in security and with honour,” said Mr C.C. Biswas, Bharat Minister for Minorities, while surveying briefly the achievements resulting from the tour of East Pakistan districts he jointly undertook with Dr A.M. Malik [Pakistan’s Minister for Minorities].

He also said the basis of continuous and co-operative and joint action by the two Governments has now been established. A very good beginning has been made in East Pakistan. ...

[Mr Biswas said,] “It is well-known that in February and March there was a tremendous upheaval in both the countries [India and Pakistan]. Communal passions ran high and terrible deeds were done. We cannot expect that conditions would revert to normal so soon afterwards. ... We were happy to learn in the course of our tour that occasions on which Muslims had assisted and protected their Hindu neighbours … have not been rare. … The situation in both countries is now much better than it was before the [Delhi] Agreement. ...”
